• Lowell R. Torres, 44, of Water Street was arrested Saturday in connection with a felony Santa Fe County, N.M., warrant for failure to appear, misdemeanor driving while intoxicated and violation of the implied consent law. Torres was in the Washington County Detention Center on Monday awaiting extradition to New Mexico.
